         <title>Crime Report - Burglaries In Kesgrave</title>
         <description>   In Gostling Place, Kesgrave between 10.30pm Monday 6th June and 4.30am Tuesday 7th June entry was gained to a house via an insecure door and keys stolen from within. The keys were used to steal a black Saab estate, index LA56XAJ from in front of the property.   p   Between 10pm Monday 6th and 6am Tuesday 7th June a garage in Ropes Drive Kesgrave was broken into and two silver grey Carrera Kraken Mountain bikes both with child seats attached were stolen from within.   p   In Gowers Close Kesgrave between 1am &amp; 7am Tuesday 7th June an insecure garage was entered and two ladies bikes, a packet of cigarettes and a lighter stolen. The bikes were later found nearby.   p   And in Page Gardens, Kesgrave between 4am and 7.30am Tuesday a pink and white Raleigh bike was moved into the street and a bottle of champagne stolen from an insecure garage.   p   Calls relating to any of these incidents should be made to Woodbridge Police on 01473 613500 reference WO/11/1064 0r 1066 or use the following link below to pass any useful information to Suffolk Police about this incident.   p-</description>

         <title>Crime Report - Burglary In Martlesham</title>
         <description>   Between 8pm Monday 13th &amp; 8am Tuesday 14th June someone broke into a wooden cabin at a home on Deben Avenue in Martlesham Heath. A mans yellow Specialized Stump Jumper mountain bike was stolen from inside.   p   Police are linking this to a similar incident at another property on Deben Avenue after a mans blue Claud Butler mountain bike and a mans blue British Eagle mountain bike were stolen from a large secure shed sometime between 12pm Sunday 12th &amp; 12pm on Tuesday 14th June.   p

         <title>Energy Saving Lighting System To be Rolled Out</title>

         <description>   An intelligent lighting system is being introduced throughout Suffolk affecting 73% of the county's 55000 street lights using a computer to remotely control and monitor individual street lights; allowing them to be switched off for part of the night, dimmed, and fine tuned to save a few more minutes around dawn and dusk depending upon actual light levels.   p   Trials in Essex, Gloucestershire and Norfolk have shown that energy savings of almost 50% are achievable. This will contribute approximately 50% of SCC’s CO2 reduction target of 25% reducing the energy bill by £500000 as well as extending lamp life and reducing maintenance cost.   p   The county wide roll-out will reach Kesgrave on 30th January 2012, Martlesham on 6th February and Rushmere St Andrew on 27th February.   p-</description>

         <title>Securing The Kesgrave Library</title>

         <description>   Divestment of the Kesgrave library, which as it serves all of Rushmere St Andrew and the part of Martlesham that lies west of the A12 might be better described as a Kesgrave and District Library is more complicated. This divestment differs from the others in that the County Council retains a statutory duty to provide a library service. This it can delegate to a local group but the way in which the group plan to run the library needs approval from the County Council. Your County Councillors have submitted a plan which is to be considered by the County Cabinet in July.   p   The plan presents four options for securing the long term future of the library, an extended service, the current service, a reduced service and a volunteer manned library. Central to all the options is the question of how these options will be funded; the law requires a library service to be provided free of charge. Which means in turn that it will have to funded out of local Town and Parish Council precepts. That poses the key question; do we as a locality want to bear the cost which is estimated at around £6 per household per year for the most expensive option. Some people have called this double taxation but that is a flawed argument. The reality is that the portion of our taxes that would have paid for the library and many other service besides has had  to be diverted to reducing our vast national debt.   p   Subject to our plan being approved by the County Council in July we will seek residents' opinions on the four options through an on-line consultation. In addition a consultation  document will be delivered to each household.   p

         <title>Renovated Centenary Playspace Opens</title>
         <description>   Close by the Gorseland Primary School, the renovated Centenary Playspace was officially opened by Ipswich and Great Britain Athlete Helen Decker on Friday 27th May.   p   The project converted a heavily vandalised location which had become a nexus of anti-social behaviour into a stimulating, modern recreational area for youngsters of all ages. Led by a local community group closely supported by Martlesham Parish Council and local County Councillors it was a prime example of what can be achieved when we all work together even in times when funding is scarce.   p   It was also notable for the way in which residents living nearby where brought on board early on and kept informed thereby achieving a high degree of buy in and a low incidence of objections.   p-</description>

         <title>Funding Secured To Repair Deben Avenue</title>
         <description>   The parlous state of Deben Avenue has long been a key concern. It is good to be able to announce a tranche of funding which is to be used to repair and in some places reconstruct the road. Work spread over several years will begin during the school summer holidays so as to minimize disruption and is likely to feature the part of the road nearest Gorseland School which is in the worst condition.   p-</description>

         <title>Crime Report - Burglary In Kesgrave</title>
         <description>   Between 9.50am and 2.15pm Monday 23rd May entry was gained to a bungalow in Dobbs Lane, Kesgrave by smashing a rear window. A number of items were stolen from the property including jewellery, a Dell laptop, an external hard drive, a Playstation 3 games console and controller, several Wii console games and an old black and silver holdall with a cable shoulder strap.   p   Were you in the area daytime yesterday, did you notice any unusual activity?          <title>Andrea Hill Takes Gardening Leave</title>
         <description>   Andrea Hill, controversial Chief Executive has voluntarily agreed to take extended leave following several whistle blowing allegations against her. In a situation such as this where a very senior officer is involved the investigations, hearings and determinations which have to be made are conducted by the council's standing Disciplinary Committee composed entirely of councillors, politically balanced, working in strict confidence to the rules and procedures laid down in the JNC Terms and Conditions under which Chief Executives are employed. The committee's proceedings are conducted strictly in accordance with the time honoured principle of innocent until proved otherwise and the principles of natural justice; that the accused should know the charge, be free to conduct a defense. All political parties within the County Council have voluntarily agreed to refrain from comment whilst the investigation is in progress.   p   The investigation proceeds in two stages. A preliminary appraisal, designed to weed out vexatious or unfounded allegations is currently under way. In order to exclude any prejudice or conflict of interest, it is being conducted by a firm of London solicitors, specialists in this kind of work.  Their report will be considered by the Disciplinary Committee within the next few weeks. Should the hearing conclude that further investigation in needed, the Committee will appoint a so called Designated Independent Person with no connection to Suffolk to conduct a deeper, wider ranging investigation leading to a second report to the Committee including recommendations which can range from dismissal of the allegations to dismissal of the Chief Executive.   p-</description>

         <title>District Council Elections 2011</title>
         <description>   The election did not turn out in the way the pollsters predicted right up to the last minute. Forecast to lose upwards of 1000 councillors the Conservatives gained 42. Labour needing to gain 1200 new councillors for a full bounce back made, in their own words, only steady progress gaining 878. The Lib Dems, unfairly I thought lost 841. All political parties naturally campaign to win, promising a heady mixture of what they think voters want to hear, what their party political convictions dictate and what might actually be deliverable if they win. Nationally at last year's General Election no party won outright, resulting in a coalition, a relative novelty in the UK. Coalition means a compromise in which none of the parties can have it all their own way. Lib Dem supporters expected their party to deliver as if it had won the election.   p   The AV vote was lost by 67% to 32.1% much to my satisfaction. Had we changed to AV it would have meant many more coalitions. And placed the party that came third in the position of kingmaker; remember back in May of last year Nick Clegg whose party came third had in his hands the power to make Gordon Brown or David Cameron Prime Minister. Shades of deals cut in smoke filled back rooms. Where does that leave the intentions of the voter?   p   Within Suffolk,  Labour gained overall control of Ipswich Borough as expected having steadily eroded the Conservative/Lib Dem coalition that has held power since 2004. In the north of the county Waveney District council is deadlocked; 25 Conservative councillors supported by one independent are facing 25 Labour councillors supported by 1 green. The other District Councils, Forest Heath, St Edmundsbury and Mid Suffolk remain in Conservative hands; our own Suffolk Coastal with 44 Conservatives, 5 Lib Dems, 4 Labour and 2 independents.   p   Kesgrave returned all its sitting Conservative councillors, three in the East Ward, John Klaschka, Mary Neale and Sally Ogden with a lead of 639 votes over the highest scoring opposition candidate and two in the West Ward, Debbie McCallum and Martin Grimwood with a lead of 265 votes over their Labour opponent. As for your truly, I lost a good many personal votes as expected. The successful campaign to secure the 200 extra and much needed primary school places in Kesgrave meant a change in catchment area from Cedarwood to Heath primary schools. The families affected were not best pleased and let me know I would cop it in the neck. I make no complaint, completely understanding that those families would wish to vent their disappointment on the author of their misfortune. These things have to be taken philosophically as the lot of a councillor. You can't please all the people all the time. An adroit politician, alert to the risk would, might I suppose, have left the shortage to fester or arranged for the decision to become public after the elections.   p   I can't but congratulate the Lib Dem candidates for the integrity of their leaflet which simply set out their qualifications to become councillors. Labour, on the other put out an intriguing leaflet promising to reverse all the County Council service reductions, fix the NHS locally, fix all Suffolk's transport issues and create a completely new industry in green energy products. Given they won only 4 of the 55 Suffolk Coastal District Council seats I'm really looking forward to watching them deliver on their promises.   p-</description>

         <title>Latest On Kesgrave and District Youth Centre</title>

         <description>   A detailed business plan has been developed and approved by the Kesgrave &amp; District Youth Forum.S/pp   The proposal envisages :-   p   -   -the constitution of a Supervisory Board consisting of volunteers with appropriate expertise in youth work , finance and management    -   -the continuation of youth work as at present within the Kesgrave Youth Centre building, including its hiring and key custodianship and the employment of up to three youth workers for a period of three years, but not including the ownership, management, operation or repair of the building itself    -$lilocal funding of £10,000 per annum for three years    -   -the development of a long term plan for youth work to follow on from this plan    -    -   The plan is to run for three years, this time horizon being determined by the possibility of Kesgrave High School becoming an academy school.   p   Funding is being sought from Sport and Recreation in Kesgrave (£7500 per year) and a consortium of local town and parish councils £2500 per year) between them.   p   Suffolk County Council is to enter into a short term lease with a locl organisation to permit use of the Youth Centre building once it closes in May 2011   p
